Mark cancelled by Medicare
This is only possible if the user has the "override_medicare" role.
If a claim is a PCI claim and has been sent (or had a failed SSD on a previously sent claim) then a button called. "Mark Cancelled By Medicare" is displayed in the top left corner. When clicked a warning is displayed: "Only proceed if Medicare has confirmed this claim has been deleted"
